Yes, According to previous year GATE cutoff marks you have very good chances of getting interview call from lots of PSUs like HAL, PGCIL, ONGC, GAIL, BHEL etc. GATE 2019 paper is 'easy' as compared to previous papers. So the cutoff can be 2-3 marks higher than the previous year.
I will provide GATE 2017 ELECTRICAL ENGG. (OBC) previous year cutoffs for PSUs so that you can get an idea about the selection.
1) GAIL = 64.67
2) ONGC = 728(Score)
3) IOCL = 52.170
4) RITES = 63.15
5) HAL = 64.32
6) PGCIL = 58.67
