So sorry to tell you that no you cannot fill the GATE form now since IIT DELHI has closed down the application receiving process. You can try next year and stay tuned with their official website to not to miss out any further important notification. let me clear your doubt.

sorry you are late as gate application form has been closed now. gate application form 2020 was released on 31 august 2019 and candidate are allowed to fill the firm till September 28 and with late fee Rs 500 till 5 october 2019.so basically you can't fill gate application form for 2020 now.
