Hello,
Actually you have completed your mbbs degree from UP.So,for pg you will be eligible for only UP.In order to join other states you to fill the choice on all India Quata.By this you can fulfill your wish

You have done your UG from uttar Pradesh so you will be eligible for state quota for pg in uttar Pradesh only.
In other states you will have to go for all India quota

You are eligible for pg seats in uttar pradesh only , as you have done your mbbs from there.

You will be eligible for Uttar Pradesh state in PG as the home state is by the ug levels.
