for top nit's your percentile must be above 91% for st category   to opt cs branch , and for other branches your pecentile must be between 80 to 90 % . And if you are scoring above 72% being an st vandidate than also you are not sitting free ,you may get some middile ranked nit . For a 70% percentile candidate north east nit's are there which has large amount of seats such as nit agartala has 867 seats , so you can hit your chance there .

I don't think you will be able to get a seat in any NIT from the other state.

But, you can get a few branches in a couple of NIT's if you have the home state quota i.e. you are from that state.

These NIT's are NIT Hamirpur and NIT Durgapur.

According to your percentile in jee mains 2019 ,you have very less chance to get seat in any NIT, IIIT and GFTI as your rank in category is very high but you can get seat in number of private colleges.
