Almost all government universities are the right place for these kind of admissios. I can't name then in specific because i don't know from where you belong. If i start naming there will be many colleges to list here.

Any stream like engineering or commerce or others . I studied PCMB in my +2 board exams.

There are very less colleges that give admission on merit basis bcoz the entrance exam is the basic criteria but you can try if any college privides the admission.
