Hello ma'am / sir ,

Hope you are doing well . Yes, she will be considered a local to Telengana as she has studied consecutively for four years in Hyderabad, Telengana.

You'll now just have to issue a domicile certificate in her name by the designated authority which will be a proof that she is a permanent resident of the state .

Hope my answer helped .
