You surely can get admission in any private or central college if pharmacy as most of the pharmacy college requires minimum 50% aggregate in HSC , if not they charge you extra fees to get you in their college, which will be under your budget as you mentioned above.

2. Bombay college of pharmacy (27k/yr)
3. Hiray group of institute (67k/yr)
4. VES College of Pharmacy (1.53 lakhs/yr)
5. HSNCB's Hiranandani college of pharmacy (1.23 lakhs/yr)
