With a score of 43 in PGCET, GM category and other state student, your chances of getting a government college in Bangalore is pretty low because the cutoff for your category is usually higher (55-70 marks). Also, Karnataka state reserves more seats for the home state candidates so your chances are minimal. However, you could try for aided and private colleges.
