Yes, you can repeat 11th and 12th standard in a different stream. But you have to change your education board as it is not allowed to do so in the same board.

To repeat, you just have to apply for the +2 standard by using your 10th standard mark-sheet and certificate. Then you can pass 12th standard in subjects of your liking and apply for any entrance exam (NEET/AIIMS).
