Yes, according to my knowledge you can apply for state quota and there is no restrictions about it. AIQ and state quota are both two different process and you can apply for both. As you have mentioned that you have applied for AIQ so even if you get a seat still you can apply for state quota but if you are offered a seat in the the second round then the first seat would be cancelled.
