Pre registration allows student to select a rank classes with pre-requisite to help offering department to assesses demand for classes. Even student request and rank classes that will prerequisites, resolution and will not register students who do not meet the prerequisites. When you registar your research then you have already inform the research plan in advance and in the specified date you have to submit it.
