Well you can apply for All India and State Quota simultaneously but the rule is that if you get a call for counselling or a seat in any one of them the other one gets ruled out automatically. Applying for colleges can be only done after the counselling starts and yes you can apply for multiple colleges. But the rules remain the same as if you get a seat or a call for counselling in one college the others cancel you there and then. That is why the preference college list has to be filled after giving much thought according to your marks and rank.
