For admission in universities outside of india you need to apply for an English language proficiency exam that is either IELTS or TOEFL. You need to check about the course you are interested in and the universities that offer that course and their eligibility criteria. For masters in any of the University outside the india you need to do evaluation of the degree that is your bachelor degree from india should be equivalent to their bachelor's degree.

Since you have mentioned about diploma, most of the colleges there do not accept only diploma courses. You either need to complete bachelor's degree here or you can go there to study your Bachelor's and then Master's. As I have mentioned above you should short list the universities you are interested in ans and should check with their eligibility criteria in order to get admission in that particular college or university.
