According to your question,  studying engineering from government college is only the best. But as you mentioned 2 college which both are private, then private institute more or less offers the same facilities and placement. But fees and structure might vary. The mentioned above both college are good but i feel dbit dehradoon would be a better option according to me as per opportunities matter. 

Ultimately its ur choice on locatin, fees, and other factors and you need to decide overall.
