The qualifying exam for NEET 2019 for general category is 119 and for OBC/SC/ST it is  96 marks. Though if you want to get admission in top government college you need to aim for a score more than 600 whereas a score 550+ will still give you admission in government colleges ( not the top ones). But if you score below 500 then you might have to go into private universities or medical institutes as the cutoff for general category is very high. You can check previous year cutoffs of every college separately on the website of carees360.
