That's completely fine if you have changed your stream from commerce to Arts. Many college do accept the same without deduction. Of course some  Reputed colleges have some deduction like in Delhi University. Only there will be  1-2 % deduction only for the change in stream.

But you can take up admission into private colleges. There will be no as such deduction.
