Dear Aspirant, if your income certificate shows your annual income to be less than 1 lakh per annum, only then you will be entitled for reimbursement. But the rank which you have secured is too less to qualify for a reimbursement.

However, since  you have mentioned that you are a SC candidate then there might be a little hope. You can but, apply for scholarships under the govt or college schemes.
