From your profile I can see that you are an Engineering aspirant to I will give answer according to JEE Mains and Advanced .It is not very hard to get AIR 17000 in these exams.

According to past year trends :

In JEE Main you will need around 150 marks to easily get that rank.

In JEE Advanced you will need around 90+ marks for 17000 rank and it  will get you no college if you are a general.
