The answer for your question is a big No. You caste certificate is not valid for NEET counseling as it is way too old. You need to get it updated from the block office of your state before the counseling starts in order to maintain your category at the time of counseling.

Failure to do so, you may have to face the consequences decided by the the authorities at the time of counseling.
