There are two types of seats. One is the ones that fall under 85% State Quota which are only for students that are domiciles of a particular state. The other type is the 15% All India Quota seats through which students from all over the country can apply to colleges that are in states other than their own.

There is no thing like other state quota. But in Central government and state government run institutes quotas of SC, ST and OBC-NCL are present for the other state students as well. If your question remains unanswered or you have any more queries then feel free to ask.
