Yes you can become neuroscientist after bsc in biotechnology ,but for that you need to first do msc in neuroscience ,finish your masters and then think of neuroscients ,for the admission in msc you need to firstly give entrance exam of universities ,for that you need to work hard

Also you must have aggregate 50% marks in your under graduation to fulfill the eligibility criteria of msc means your master .
