Following are the steps for applying in maharashtra's neet counselling(for all india/for state/for mop-up rounds) :-

1.Registration & verification of your application 

2.Choice filling&locking + payments 

3.Process of seat allotment 

4.Results of round1 seat allotment 

5.Reporting to your alloted college with all required documents for admissions 

Round 1 is for all india level for, round 2 is for state level & mop-up round is for private/deemed/vacant seats.

But,the process for any of the counselling round is same as described above.
