Hi 

Yes you can , as per the eligibility 

Candidates  must be at least 17 as on 31 st December 2019 for NEET 2019.

you will be 17 years old by 31st December 2019 .

So there is no problem in appearing in the next Neet examination .

Yeah punnet definitely you will be eligible to write the NEET UG entrance exam in the next year. Since as per the latest updates the supreme court has also increased the age limit of the NEET aspirants.
