i am a bsc biotech student I finished my 2and year with 49% marks so am I eligible for gate exam or IIT jam exam

You aren't eligible for both of them this year, but you are for 2022 exam.

For both GATE and IIT JAM you should be in your third year of under graduate course. (As per New changes by GATE authority third year is also eligible from 2021)
