Yes, you can apply for kvpy exam even being a dropper student too.
But, for this now you have to take admission in any recognized university/college under any science stream courses.
Because if a candidate passed class 10+2 , then they can appear for kvpy exam only under SB-category.
Under sb-category , the candidate has to be a student of 1st year in any recognized college.
And,also has to secure above 65% in 10+2 exams.

Droppers are allowed to give KVPY examination but ONLY when a person enrolled in first year of BS, BSc and other basic science course. No you cannot attempt kvpy as a dropper.
For writing kvpy only 11 th and 12 th class students are eligible.
SA and Sx stream.
So you are ineligible to attempt.
Moreover focus on JEE only .
There is a sb stream thats for undergraduate BSC science students only.
