Yes, you are eligible for Himachal Pradesh State quota in Neet counselling

This is because,

As per Himachal Pradesh domicile criteria, those students whose parent/s are are bonafide Himachalis, and the candidate  has passed at least 2 exams (from classes between 8 and 12 / equivalent) from recognised Schools located in  Himachal Pradesh from a recognised board are eligible for himachal pradesh state  quota and you you fulfil this criteria as you have Bonafide Himachal pradesh certificate and also you have studied from nursery to 12th in Himachal Pradesh and thus eligible for himachal state  quota.
