As you did not secure tye marks more than the cut off percentile ; so you are not eligible.
You may be eligible for csab counseling ( spot rounds ) ; so you should check for the information about it on its main sites.
But with this rank it will be not possible to get admission in good college through this also.

Yes, you're eligible to sit for JOSAA Counselling in this rank also but you're not going to get any seat in NIT, IIIT or GFTI.
