No, there's no income bar / limit for SC reservation.

This is because,

Reservation of Sc, is completely  on the basis pf your caste.

But yes,

For obc candidates  , reservation further depends on income as reservation is only for obc ncl.

• Creamy layer OBC candidates are those whose parents annual income is more than 8 lakhs  per annum and they are not eligible for reservation

• obc ncl i. e Obc non creamy layer are those candidates whose parents annual income is less than 8 lakh per annum and they are eligible for reservation

This is very difficult to predict neet 2021 cut off as cut off marks keeps changing every year  depending upon various factors like :-
