You have to contact REC Somebhadra for this as the process differs from university to university and state to state. First find out if its possible and what you need to do. Then you may have to approach the institute you are studying in to apply for a transfer.

See you have to contact REC for the process. I cant tell you the exact details. Call them up or email them. Ask what is the process, application details and documents required and follow the process they will tell you.
