Yes you can apply for German hons obviously but for that you will have to pass the eligibiliy criteria of 10+2level for studying german hons and besides you have to pass the entrance exam of JNU for studying german hons in this university. In that case political science will be of no use since you have not complete the course . So it's better if you conplete it and then join JNU.
