No I do not think that this certificate would work because as it mentioned clearly that you need to submit your domicile certificate. Domicile certificate is only issued to people who permanently reside or own land in the  other respective states. With out the domicile certificate even if you do submit the document chances are very less to get selected still you could talk to the authorities again.
