Only an income certificate is a proof for getting a certificate as a Non Creamy Layer certificate. The last 3 years of your Financial statements are considered while giving you an Income certificate. And if the family income doesn't fall within the said income slab unfortunately you do not qualify for a NCL certificate. SEBC is for Economically Backward Candidates belonging to OBC.
