There was a rule that a student must have to complete at least minimum 4 years study in India then he is eligible for entrance exams under normal category. So it seems that you are eligible for UR Seats.

However I can provide you with the list of Government Medical Colleges that provide NRI Quota -

1. Maulana Azad Medical College (MAMC), New Delhi
2. Lady Hardinge Medical College, New Delhi
3. Government Medical College, Amritsar
4. Grant Medical College, Mumbai
5. Madras Medical College, Chennai
6. Bangalore Medical College, Bangalore
7. Vardhman Mahavir Medical College, New Delhi
8. Institute of Medical Sciences, BHU, Varanasi
9. Stanley Medical College, Chennai
10. AFMC, Pune
11. Lokmanya Tilak Municipal Medical College, Mumbai
12. Calcutta Medical College and Hospital, Kolkata
13. Patna Medical College, Bihar
14. Government Medical College, Kota
15. Punjab Insititute of Medical Sciences, Jalandhar
