(I never studied in karnataka State though eligible to apply for karnata )But what about 15% AIQ, which state should I apply. Can I apply for any other state like Maharashtra, Telangana etc. I belong to ST category.

Except for Jammu and Kashmir and Ladakh you can apply for All India Quota for the rest of the States across India. This is because Jammu and Kashmir and Ladakh do not participate in All India Counselling.
