In 2018, under State Quota, 429 marks secured a seat in a Govt. Medical College under OBC Category. And it was 573 in 2019 under OBC Category again for GMCs. This shows that cut offs change every year. With an expectant score of 408, GMCs are out of option. But you can try for a seat under Management Quota. Going by previous years cut offs, with a score of 408, you may get a seat in:

Era's Medical College

Career Institute of Medical Sciences

F.H. Medical College

Now this is 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam.
