Hi

If you are completed your 10years of education out of telengana state then you are considered as nonlocal (or) your parents doing there employment of 10years out of state then consider as nonlocal

If your from Andhra Pradesh but also you have done your 10years of education in telengana itself then your local or else nonlocal
