Dear Yash, in 2018, under State Quota, Government Medical College, Bhavngar gave a seat ton473 marks under General Categiry. That was the cut off. At 450 your chaces are bleak if you are from General Category. Having said that cut off changes every year and is dependant on various factors like top NEET score, candidate's category, no.of candidates appearing for the exam, no.of seats available and difficulty of the exam. So we would suggest you to wait until the official answer key has been released for weighing your options.
