You are definitely eligible for 15% all india quota counselling but to get a seat in delhi goverment medical college is tough under all india quota, as the cutoff depends a lot on categort and state domicile and since you are having haryana domicile chances decreases. Though it is difficult to give you exact chances but you have decent chances in haryana under 85% state quota  counselling.
