i couldn't find any such information about what you said. being a domicile of another state , you cant apply for the government seats of any other state. this rule applies for all the states. you can only go for the private colleges of other states.

hey dear, yes you can take part in the mopup round of any state where fresh registrations would be allowed.First you would have to register yourself at the official website of neet for punjab and pay the regitration fee followed by the choice filliing. if you are allowed for a college your documents will be verified there and you can take admission.
