I understand your concern and I understood that you have completed your class 12th from Punjab . While you are eligible for Himachal state quota already as it is a state where you belong. But as you told Punjab is a state from where you have completed your education so dear student domicile depends of many factors. Mere completing 12th won't be enough.
People with these following are eligible for the Punjab domicile:-
Permanent Residents of the State, in accordance with Punjab Government Instructions contained in Letter No. 1-3-95/3 PP-II/9619, dated 06-06-1996.
Women not originally belonging to a State/UT, but married to men who are permanent residents of the State/UT are eligible to apply for Domicile Certificate.
