Dear Harpreet, Punjab has Institutional quota which means students who have completed their 10+2 from Punjab are eligible for appearing for Punjab State Counselling. Now that in your case you have completed your schooling from Punjab and are a native of Himachal Pradesh, you are eligible for appearing for both the States NEET Counselling.
