You can go with both of them.Give a try in mop up round because mop round has 90% chances of getting a seat irrespective of lower grade and cut offs.

Mop round is especially for the people who hasn't got a seat in 2 counselings and it assures to allot seats.
.
So i will suggest you to first try your fate in mop up round and later go for Tamilnadu or Karnataka college if seat isn't got allotted.
