There are a lot of Government universities in India,  each having different cutoff.
Sorry to say,  but it's a bit difficult to get a good government college at such marks. Reputed Universities like Delhi University,  Jamila University has very high cutoffs.
You should better try for entrance exam based universities like one for BHU.
