I want to take diploma in I.T. after 1st year

In order to change the college you should talk to officials of both the colleges as there are different rules and procedure.

You can write a application letter to your head of instituition if he/she agree then your request will be transfer to other college. If seat is vacant then they will send confirmation letter.

It totally depend upon the college whether they will charge full fess or some amout will be deducted.
