Pragati scholarship is open for all. Everyone can apply for this scholarship no caste specifications. But there are certain conditions for availing this Pragati scholarship your family's annual income (from all sources) must be eight lakhs or less than that per annum, that is only for girl child who is pursuing their first year undergraduate degree.
