There has been some delay in the applications of Undergraduate courses at JNU. The official website has a notice informing all the students to be patient as the form have been delayed as well as the entrance is been delayed till May and the applications will start shortly.
It is expected that the application start by the 1st week of march or so.
So you are requested to please be patient and wait for the official announcements.
