To get a college through REAP Counseling you have to give the REAP exam first and on the basis of your REAP score, you get the college through the counseling rounds. The same goes for the special rounds you first have to get a valid score in REAP for the counseling.

What do you mean by not applying reap 2019?Well if my guess is not wrong you have not filled application for it or you may have not paid fees for it if such thing happens then you are not eligible for special round.If I did understand your question in wrong way then please notice me about it.
