If your are not from the state then you can join any college through open state. With your rank getting CS will be difficult. You haven't stated the exam you have given. You can apply for every college which accepts the entrance you have appeared through open state and your rank should be in the range. You know which exam you have appeared you can check yourself where you stand. If you have any other query please feel free to ask.
