Because you are from Andhra Pradesh and don't have the domicile of Telangana who won't be able to participate in state level counselling of Telangana. To participate in state counselling of Telangana you must have a  domicile of Telangana. If you are interested in taking admission in government medical colleges of Telangana then you need to apply from All India Counselling. All India Counselling is conducted to get seat in government medical colleges all over India. If you are interested to take admission in private colleges of Telangana they you can apply through management quota.

If you do not have the domicile of Telangana, you cannot participate in its State Counselling for Government Medical Colleges and Government Quota of Private Medical College seats. This is because Private Medical Colleges do not participate in All India Counselling and the seats are filled through State Counselling alone. And for appearing for State Counselling you need to hold the domicile of that particular State. Or else the only other option is through Management Quota.
