yes! you are eligible for the exam. hope English was your core subject in both  11th and 12 grade.. then you are eligible and you can appear for the exam taking place in 2019.

Dear Jaiswal, there is an issue here. If you haven't yet written your Biology exam, it makes it difficult to get an average of the mandatory subjects like your Physics, Chemistry, Biology/Biotechnology and English. Even if you write Biology exam in 2009, November 30th is the last date to fill out NEET application and you need Biology marks by then. So unfortunately you cannot attempt NEET in 2019.
